What's the catch with this SPAM?

I downloaded the tool and expected viruses, however none was bundled. Inside there is ffmpeg, antivirus finds nothing in flv2mp3.exe. Besides the website, the only suspicions characteristic was the language set at the time of compilation: Chinese (PRC).
