does vobsub resync work with every sub format ( .srt, .sub, .txt , ... ) ?
I don't use it but I might if it can resync every format ( I use subrip )

if your subtitles are earlier than they should,...

if your subtitles are earlier than they should, you can use a .bsi file and
in
[Subtitles]
...
startTime=the advance the subtitles have on the movie.

or maybe use
subDelay=number of frames...
