I re-registered quartz.dll, but still the same...

I re-registered quartz.dll, but still the same problem.. And yes, the problem is with every .avi-movie I've got.. Damn it's so strange, yesterday everthing worked fine!

PS: This file is downloaded...

How can I reinstall codecs? And on which location on my computer are they installed?
And which do I need to fix the problem?
