To add: vsfilter from gabest seems to support that format already (as said in the doom9 forum).
Haven't tested so far unfortunately.
Also I was unable to find anofficial statement from gabest/ docs...

It's the native format for subtitles in mp4 files, say: spec compliant.
It derives from the 3gpp format description.
