It seems the file bspcodecdl.ini should be edited, something like:

[ProxySettings]
Type=1
Server=192.168.222.1
Port=6020
User=
Pass=
With this configuration downloading via the proxy works....

The proxy settings are NOT working also in version 2.51 build 1022 (using Windows XP)
