I think maybe it's my fault, seems files on doom9.org can't be linked directly. Anyway, I think you got the wrong file, look for vobsub 2.23 under "Subtitles" in the doom9.org download section....

That's straightforward if the subtitles are separate text files (e.g. .srt or .sub format). Install the vobsub DS filter (http://www.doom9.org/Soft21/Subtitles/VobSub_2.23.exe), have that load one...
