Upgrad 2.23->2.28 but not 2.3?

Hi, I just upgraded 2.23 to 2.28. Upon starting the new version, I was prompted to upgrad to 2.3, but when I logged on, the highest version available to me was 2.28 again.

Is this normal? Or...
