Let's say that the MP3 codec is not hacked, it's just "all features enabled".

Probably you use FFDshow to decode audio and is installed with normalization option or AC3Filter do the same thing....

Sometimes audio with 48.000 Hz sampling rate is recognized as MP3 not as AC3. MPEG1 Layer 3(MP3) decoder that is built-in in windows can't decode 48.000 Hz. To do that you'll need another decoder....
