 Yes you can make a divx player with your old PC
There are video cards in the market that come with TV output and a remote control, like the creative labs Personal Cinema, I believe there is also a AllinWonder card (Matrox o was it ATI?) with the same caracteristics.
Also note that skins only change the look of a player, they don't actually change or add functions to the player.
