In BSplayer you have the ability to set the Equalizer volume (press Alt+G) for each of his bands and main volume.
Also, if you are using AC3 Filter to decode your ac3 audio tracks, or ffdshow audio, you'll be able to set the volume in right click -> Options -> Filter item.
