Yes, it's normal, those settings will be available only once you load a video and those codecs will be used. If BS.Player uses other codecs to decode your movie, those settings will stay grey all the times.
For the crashes take a look at
this topic, that users was been able to fix his problem by installing ffdshow.. maybe you can give it a try
