Normally, a 23.976 file should reach 23,976 fps when playing, if your CPU is fast enough to decode this stream. For example, my CPU @ 3 GHz can't decode 1080p files @23,976 fps. So, instead of playing 23,976 fps it plays some 15 fps.
When sending to the projector you don't get 50 or 60 fps, as the source is interlaced it sends 50 or 60 fields per second, as 2 fields give a complete frame.
Try the elecard decoder with default settings and see the result. Then enable IDCT and see now if there is a difference.
