Most of the subtitle tools have the same functions, of changing framerate and adding (or substracting) a delay. Basically, today we talk about 2 major subtitle format:
microDVD = SUB files and
subrip = SRT files

SUB files are based on frames, SRT are based on time.
Now, You must load the file into the program. If the delay between the words and the subtile it's the same the whole movie, it's enough to add or substract a delay. If the delay gets bigger (or smaller) then there is a framerate difference. Most of today files are 23,976 or 25 fps.What you have to do is to change the framerate from one to another.

Now, in subtitles translator, the tool I am using:

If the file is SRT then go to -> file -> import subtile and point to the subtitle. You will be asked to select the framerate for the movie you want. If you have the movie, the simplest way it's to load the movie and press the button : acquire from movie. Once the file is loaded, go to EDIT and select "renumber subtitles". You will find there the 2 options above described. After the subtitle is sinchronised, save it.
