maybe the bsplayer you have doesn't manage that codec ( I'm thinking about divx 5.1 ) .
try the latest build of bsplayer.

an ini file isn't a movie it's only text file so bsplayer won't be able to start a 300secondes delay on a text file!
you can use delay IN the ini file but not with the command line.

probably a problem between dirct vobsub and bsplayer.
