So, you have CyberLink PowerDVD installed. You can try to install one of the other filters I've mentioned. I use Elecard and never got a problem.

Could you tell us wich MPEG2 decoder is used to play the file ?
If you use an alternate one such as Elecard or BitCtrl it's the same ?
