It is possible to slow down the video and to set a different sample rate (46034 Hz). But this sample rate won't be accurate (it's actually 46033.92 Hz) and will be upsampled in sound card lowering the quality. If you want to resample the audio
on-the-fly as well as optionally do some processing to the video, you might want to look into
AviSynth.
