Just tried the following example which worked without any problem (the line below to be selected and simply pasted in [Start] > Run)
This under XP SP3. Didn't try under Vista yet.

"C:\Program Files\Webteh\BSPlayer\bsplayer.exe" "http://www.funnysite.org/content/movie/mo1879.wmv"
