Unfortunately, if you keep us "ignorant" as to in which country the front of your monitor is located, we cannot point you to a site which perhaps "specializes" in your language.

Most subtitles are textbased and can e.g. be edited in Notebook.
Further, if there is a syncproblem, you may want to use Vladimir's "Subsync"
