I can find only two explanations.
1. The file is ripped like this (bad TV signal)
2. Your video card have some problems in terms of frequency for the main core or memory (overclocking ?) or it does not swich from 3D acceleration in 2D acceleration.

well my video card is a ati readeon 9800 pro 128megas of video its giving me problems a goods 1 and thats marks only apears when i put 32bits of colors but no on 16 bits

and well the videos are in good quality because with dvds is the same thing i have seen them in others comps and they work fine and well

im thinking on buy another video card but no so expensive but have to be better or equal to the current 1

Maybe updating drivers should help. Do you have any overclocking utility that is running or did you overclocked the card ?
As a second guess, try to change video rendering method to VMR9 renderless (options->preferences->video->video renderer)
