For translation you need:
1.) Language changes file ( lang_changes.txt ) is always included in the BS.Players lang folder.
2.) Reference file (english.lng) in same folder
(of course, you need to install BETA beforehand)
Changelog file is in folder which is one level up - file changelog.txt (or changes.txt), but is not needed for translations.

I think he was referring to BSplayer core changes and not language changes...
Anyway as Ico already replied you can find if in BSplayer installation dir in changes.txt file
