Subtitles, speed - not timing..... - HELP!

All i see in terms of correcting subtitles is moving them forward or backward. Is there no possible way change their speed? as in:

instead of:

00:01:16 ---------> 00:01:21 move to - 00:01:17 ---------> 00:01:22

00:01:16 ---------> 00:01:21 change to - 00:01:16 ---------> 00:01:22

I mean to change the duration/speed of subtitles, because when i get a movie, download the subs, and the speed is different, I have to correct the subtitles all the time!!
