Full Unicode support?

I've been having a lot of problem opening files with non-ascii filenames, so I came here to look for info on the matter. As it turns out, there's already several requests for this much-needed feature. But the last time the devs has responded was in May 2005, in this thread, which was followed by BSP 1.30 with "partial unicode support". That was more than a year ago, so am I correct in assuming that there is no plan to provide further Unicode support?
