External Sound

Hi, guys!
I have a couple questions about external sound.
Is it possible to set start time for external sound stream (as for subtitles)?
And, is it possible to change volume for each stream independently?
Mostly Iâ€™m looking for INI setting.
I couldnâ€™t find any info about t.
