I am sure you notified that quartz.dll is avi splitter and also video renderer and video decompresor.

OggDS contain all you need to split and render OGM files. A container contain video stream, audio stream, subtitles stream. To play all the streams you need to splitt them, so the filters that can process (decode) each type of stream to do their jobs.

In a fresh Win install, l3codecx.ax (filter) is default MP3 decoder, but normally Layer3 decoder is l3codeca.acm (codec). By default, BSPlayer can play MP3 files, it does not need an MP3 decoder (probably through quartz.dll)

So they have made Quartz a codec pack? :P I don't have SP2 and therefore I won't speculate any further.
