You could try the the "official" download page.
You could have found a link to it in the first item of
Help to Help.
Another possibility is downloading from the
dvd.box.sk site where you can also find previous versions;
or you could even e.g. download it being included in e.g. the (full version of) K-Lite Codec pack, in which connection please see
this post (also taking due note of the advice about how to deal with codec-packs in general).
So, I really and honestly don't know and couldn't possibly tell you why you were unable to download newest version.
