I think you can browse for a custom icon from within the folder properties dialod, is that what you're saying?
In Windows XP:
Right-clik the folder who's icon you wish to change>select Properties>on the Customize tab click Change Icon...>browse for and select desired icon> cose the Properties dialog by clicking OK.
I hope this is what you wanted. I don't know if and how this works in other version of Windows, or other OSs.
