Because it has no extension..
Every skin uploaded at new Skin section has no extension, so like this they will not work with BSplayer. You have to add the BSZ extension at the skin file name.
i.e.:
WMP11_from_7Azimuth_1.0 :arrow: WMP11_from_7Azimuth_1.0
.bsz
NOTE: The missing extensions problem has already been reported to site administrator. I hope he/they will fix the problem as soon as possible
