How to share and watch videos via wifi

I would like to ask how I can watch videos that I have on my desktop pc at my android phone, without having to tsanfer files between devices. Please provide me a step by step guide. Thank you.
*Shall I have to have py pc turned on in order to share the wanted files with my adroid device?
