increase brightness (HW) again

key definitions:
decrease brightness (HW) works
but strangely
increase brightness (HW) DOES NOT work!

many many times, i have tried to define:
decrease brightness,
increase brightness,
decrease brightness (HW),
and
increase brightness (HW)

but i can only use decrease brightness (HW).
