CAN NOT CHANGE SATURATION OR BRIGHTNESS IF REFRESH RATE >

I have bought a new 21' monitor whenever I change the refresh rate > 60 or resolution > 800*600, I CAN NOT CHANGE SATURATION OR BRIGHTNESS.

At resolution 800*600 and refresh rate = 60 , it works fine. could anyone tell me how to fix this problem.
