You can jump to keyframes by pressing the arrow keys, and by 10 seconds (by default) by pressing "," / "." keys  If you want to jump by time by pressing CTRL+ARROWS just set that shortcut in BSplayer preferences (CTRL+P -> Key definitions & WinLIRC)
