sub sync problems

I want to play English subtitles on a Japanese subtitled video file (I'm in Japan) so that the English subtitles synch with the Japanese (I watch with my Japanese girlfriend). Trouble is I can't adjust the English *sub file to match. The English subs always remain in the same place, despite using the Ctrl+arrow keys. Any suggestions.
