No Brightness Control ?

I open a standard VCD and play back ok
During playback, I open video - color controls
There are 4 sliders for brightness/contrast/saturation/hue
But none of them can move
The brightness is 0 right after install, clicking the "Default" button changes it to 7.5, but I don't see there is any change on the video brightness. And I can't change it back to 0 neither.

What is it all about?
