Decrease/Increase playback rate not working for me

I've tried with multiple (different types) videos but none slow down or speed up when I choose to decrease/increase the playback rate by any percentage. And the displayed rate stays at 100%. Do I need a certain codec? Thanks in advance if anyone has the solution.
