I'm sure all versions of Windows have full ANSI character set. Russian is an optional extra language, I can install Windows without it as well, and then Windows will display 8-bit ANSI characters...

GSpot reports sample mp3 and wma files can be rendered and even does render them. It seems WMP is Ok (has everything needed installed) but it seems to be thinking it misses some codecs or smth.
