When resizing the moviewindow, the black boxes on top and bottom just gets smaller too. I want to cut it away, so that the movie fills all the moviewindow

When I use the seek forward or backward funktion it only goes 2 secs forward or backwards, even though I have set it to 10 secs under options-->general. Is it a bug or do I have to "tweak" it in some...
