 BS.Playa
BS.Player has integrated VobSub support, and it does not need VSFilter installed. If you do not want to use BS.Player's internal VobSub filter, then you have to check option "Disable VobSub support" and external VSFilter will be loaded.
Can you send us a sample so we can test it (might be a bug)?
