It seems the file
bspcodecdl.ini should be edited, something like:

With this configuration downloading via the proxy works. (in example Type = 1 means HTTP proxy, not user/password needed)
Without this file edited (or this file missing) it's not possible to configure proxy from application (using
Proxy configuration tab)
