If you're using overlay, you can increase brightness in the Overlay tab of Radeon Control Panel - that doesn't work on TV - in this case, increase brightness in Color tab of Radeon Control Panel. I know, it's stupid that one can't separately change color/brightness/contrast preferences for different displays.
