2.21 regression: taskbar shows up in fullscreen mode

This use to happen to me as well but not because the "repeat all" was selected and I can't reproduce it that way either, in fact however this hasn't happen in a longtime now so my guess it's not a bug in BSPlayer at all. Update the codec and splitter to the latest version and see if it goes away, could be that the codec tray icon interfere with the full screen when it updates or something.
