proxy setting for open url's?

Hi i have been trying to use the open url option behind a proxy with no luck, i figured it would use the IE settings but that wasnt the case, i connected directly and it does work.

so my uqestion is:

is there an option i am missing somewhere to set what proxy to use?
i have tried the options menu 1 by one but cant find it.

i have searched the forums for proxy but i only get results that have to do with codecmanager.

-why you do need URL open ? -> for what A/V-multimedia streaming formats ?
-what's the problem ? you want be watching some audio/video stream files from the web ?
