Can't get video on mp4 file

Can anyone play this mp4 to see if they get video? All I get is audio. All other mp4s I've tried seem to work just fine. I'm using Win 7 Pro on my laptop. Any advice would be greatly appreciated!

Seems that the file was created by a surveillance device, which has it's own proprietary H264 codec. So, usually can't be played by other players just their own.

Have you already tried a converter? Movavi has has no quality leakages when editing videos and converting them from one format to another.
