What is postprocessing??

Could anyone tell me that what is postprocessing?? Does it related to video quality?? Is the level the higher the better??

postprocessing, is the stuff the codec can do
after decoding the video stream,

example, smoothing the picture to make bloks go away,
this is not always making better quality, but does use
CPU power.
