I'm only a fellow user of BSPlayer, trying to help you, you know.
I already told you that I don't use commandline myself!
However, I meanwhile did some tests and it seems that the "old" commandline indeed doesn't work (yet?).
However the "same name" method (commandline then simply: bsplay.exe "D:\Movies\test.avi") works if the subtitlefile (named "") is placed either in the same directory as the moviefile or in the default directory as defined for subtitles (under "Options"/"Preferences"/"Subtitles").
Just thought I'd let you know this, for what its worth.
I will not further follow-up on this post :!:

as well as - if applicable and especially when encountering problems - the type(s) of the file(s) mentioned in your post.
