Do you have Chinese font loaded in Windows? I assume so as they show up correctly in notepad.
Option/Language/Chinese just selects the language of the user interface.
With respect to subtitles, you have to load a movie, then right-click on the screen and select "subtitles" etc..... pse also see: http://www.bsplayer.org/html/faq.html
