Default Audio Speed Change, or Audio Offset for playback

I wonder is it possible to change offset of audio, because in some plays those seem to go off-sync.

Is there a way to change the speed of audio, in small steps, like I can do with the subtitles?

I would really like to the same with the audio track currently playing, because when MacGyver speaks, the Dalton's voice is still coming out from my speakers!

Maybe I can make the sound syncronised with the picture.. there might be speed or offset diffirence, which might be saved with these small steps manually made.

The problem usually is with those rare TV-shows recorded years a go.. like MacGyver or similar.
