You already noticed that you can define your own keys for "Jump forward" respectively "Jump backward" on the "Key definititions & WinLIRC"-tab of "Options"/"Preferences", whereas on the "General"-tab you can set (at the top of the right hand "column") "Seconds to jump"? Would that possibility (not depending on "keyframes") not quite serve your purposes?

yes, i've seen that but jumping through the movie takes time since the codec has to decode all frames from the last keyframe to the selected frame. jumping to a keyframe just needs decoding of one frame and is therefore really fast. the key-assignment was just meant as an example, not as a hardcoded feature request :)
