cipher is an unknown quantity at this point

EQUALIZER doesn't work

I must be dumb but do i need a special codec to run the equalizer in the latest build? i go to the options menu in preferences but all the bands are grayed out. when I go to audio->equalizer, the equalizer comes up but it doesn't do anything?
please help
