Please go to:
(rightclick >) Options > Preferences > Audio > Winamp2 DSP plugins
There you can select if Winamp plugins should be enabled/supported.
Also (in the south-east quarter) you can select the directory/folder where you saved your WinAmp2 plugins.
Finally you can select the plugin to be used and (with an appropriate media-file loaded in BS.Player!) you can Load it and access and set the plugin's properties, using the button "Config".
Further ..
while playing a file, you can also access the active DSP plugin and set its properties through rightclick > Audio > DSP plugin > etc.
Enjoy!
Unfortunately you fail to mention which plugins you tried.
Did you try with a media-file loaded?
Are they Winamp2 DSP plugins?

You e.g. could try Enhancer, LoudMax, dsp_compWide, dsp_xsound.dll and there are more.

Did you already try using BS.Player's own built-in equalizer?

You selected
[x] Enable Winamp DSP plugins and
[x] Enable advanced plugins support ?
And as asked before: Did you try with a mediafile loaded?

And (again) why not try using BS.Player's own built-in equalizer?

yes i selected both [X]

You selected
[x] Enable Winamp DSP plugins and YESS
[x] Enable advanced plugins support ? YES and no tried both, no avail
And as asked before: Did you try with a mediafile loaded?

mediafile loaded what does that mean explain

winamp DSP not loading in bs player. they load in winamp

why do i want ot try equalizer EQ, i ALREADY use it to enhance higher freq treble.

but i want DSP plugins to wrok at least to have one DSP to enhance surround or bass. as it works in winamp and other users of bs player seem to get it to work normally.

Thanks for reply! ♥
