Default BSplayer is not able to read diacritic

BSplayer is not able to read diacritic named files. It cannot open files like ščř.avi in czech language.

I wasn't been able to test this problem with previous releases, but this should have been fixed in latest version 2.50.1015 beta (final release due to be released in few days).
I tried to rename a video file to ščř.avi and BSplayer successfully opened it but with 84C9~1.AVI as file name.

Latin diacritics have always been (and are still) shown fine in BSPlayer.

I have the newest release 2.50.1017 and it does not work. It does not open the file ščř.avi. I have win xp czech version and NTFS filesystem.
